The thing is, fire on a ship is a huge thing. So smoking on ships is heavily monitored and there are certain places where you can smoke, and that's it. Every other place is going to have smoke alarms and cameras. And most public places on a ship, like the decks, are very public with no hope to sneak anything. Like x 3.
